Who Is Considered a “Military-Connected Student”?
Virginia recognizes students as military-connected if they are:
- Children of active-duty members of the Armed Forces (Army, Navy, Marine Corps, Air Force, Space Force, Coast Guard)
- Children of members of the National Guard or Reserves
- Children of veterans or military personnel injured, killed, or missing in action
- Students covered under the Interstate Compact on Educational Opportunity for Military Children

Remote Registration for Incoming Military Families
What is Remote Registration?
Remote registration allows military families to enroll a student before physically arriving in Virginia. This helps ensure continuity of instruction and reduces delays caused by transfer paperwork.
When Can Remote Registration Be Used?
Remote registration may be requested when:
- A family has orders to relocate or PCS
- A student is transferring from another state, district, or DOD school
- A student requires special education services (IEP/504) and needs expedited school coordination
- A student is entering treatment and educational placement simultaneously
Required Documentation for Remote Registration
Families may submit required items electronically (email, secure upload link, or fax):
- Student’s proof of identity (birth certificate, passport, or state ID)
- Proof of military orders (PCS orders, temporary duty orders, or assignment letter)
- Previous school records (report cards, withdrawal grades, transcripts if applicable)
- Special education documents (IEP, 504 plan, ILP, behavior plan, evaluations, or medical documentation)
- Proof of immunizations
- Guardian identification and contact information
How Remote Registration Works – Step-By-Step
- Contact our admissions department.
- Submit your registration documents electronically.
- The school verifies records and enters a pre-enrollment status for your student.
- Once family arrives, you will complete physical signature forms and submit any missing documents.
- Class scheduling and service planning will begin when the student arrives, minimizing lost instructional time.
Open Enrollment for Military Families in Privatized Military Housing
Virginia law permits special enrollment flexibility for students living in privatized military housing on or near military installations.
Open Enrollment Supports May Include:
- Priority placement during high-mobility periods
- Expedited approval when PCS orders create timing conflicts
Documentation Needed
To begin open enrollment consideration, please provide:
- Proof of residence in privatized military housing (lease agreement, housing letter)
- Military ID of the parent/guardian
- PCS orders or proof of active-duty service
Families will not be denied enrollment due to delayed documentation caused by military transfers. Enrollment may be granted provisionally until full records arrive.
Educational Records & Transcripts
To protect continuity of learning:
- The school will request records directly from the previous district.
- Families do not need to hand-carry documentation if unavailable during PCS moves.
- A student may attend classes while waiting for special education records, as allowed by the Interstate Compact.
Students receiving special education services will be provided comparable services until a transfer meeting can be held.
Special Education & 504 Services During Enrollment
Military-connected students who receive IDEA or Section 504 services are entitled to:
- Immediate comparable services while awaiting IEP/504 paperwork
Interim placement in a private residential setting based on previous documentation
- Expedited transfer meetings
- Collaboration between sending and receiving schools
If a student is entering treatment while transferring schools, our team will coordinate with sending LEAs to ensure minimal disruption.
Homeless & Emergency Housing Situations
Military families experiencing:
- Temporary lodging,
- Off-base housing shortages,
- Emergency PCS moves, or
- Extended hotel stays
may qualify for support under the McKinney-Vento Homeless Assistance Act, including:
- Assistance obtaining records

Enrollment Timeline for PCS Families
Ideal Timeline
- 30 days prior to arrival: Contact admissions department and request remote registration.
- 2 weeks prior to arrival: Submit records.
- Upon arrival: Complete signatures
- Within 10 school days: Receive class schedule and student orientation
Emergency Timeline
If you must register within 24–48 hours, our school can:
- Collect electronic documents
- Start the admissions process
- Request records from your previous school on your behalf
No military family will be turned away due to timing or documentation challenges.
